March 2025 NC PPS Recertification Notes

We did handgun only recertification on March 10. We are doing Handgun and Shotgun recertification on March 17. Here’s some of the notes, links, pointers and discussion topics from the 10th that the people on the 17th get the benefit of “pre-gaming” with.

Changes are coming to the Administrative Code – June 2025

Important for (Security) Guard and Patrol: “The First Four Hours” of the Basic (“unarmed”) training will be required before an officer (guard) can be placed on a site. The “50 days” loophole will be closed.

Re-Certification is “Test O’clock”

  1. (You reasonably believed that) There was an imminent threat of death of great bodily harm (or injury) (to an “innocent party”*)
    * You are ONLY “an innocent party” if you are “lawfully” (fully within the law and all administrative codes) where (and how) you were when the force was used. ** You carrying a “not registered” gun while on duty BREAKS this.
  2. A person of “ordinary firmness” (reasonable, average, not crazy) would agree with your threat assessment (above or “at one”).
  3. You did not “start the fight”. (voluntarily escalate, provoke) Doing your job “lawfully” (guards – security or body) is NOT starting a fight. Doing “not your job” illegally/unlawfully is “starting or escalating.”
  4. NO excessive force. Study all 3 above and both of the jury instructions. Buy books. Consult “professionals” (police are not professionals you should consult, they have “immunity” and you DO NOT). Read ALL of the internets.

“Ability, Jeopardy, Opportunity…”
This is lawyer talk. Don’t fill your mind with all those “cool terms” if you don’t have the “basics” (BIG FOUR justified) down. Let your lawyer decide if these “sub-definitions in some jurisdictions or ‘departments(1)'” are necessary “At One” (imminent threat of death…). (1) These are more often discussed in the “indemnification” (private insurance) or “qualified limited immunity” (government agents/actors) categories. There are “disparities/caveats at one” that “prequalify” the “imminent threat” and/or “ability, jeopardy, opportunity” questions that are (seemingly) never mentioned: disparity of numbers; disparity of size; disparity of sexes; known reputation and more. **Always necessary “legal disclaimer”: We are NOT “offering legal advise.” We are telling you to PAY FOR SOME at an Attorney’s office and get the answers IN WRITING. Also: get IN WRITING from your private insurance companies answers about “how much deep detail do [I/We] have to have memorized” for you to “cover” me: Workman’s Compensation, Legal Defense Expenses (Civil and/or Criminal)? You don’t want to find out “after a shooting” that you are not “indemnified” because you “knew the wrong words/terminology.”

“Duty to Retreat”
N.C. is NOT a “duty to retreat” state. “…as long as you were lawfully where you were when the force was used…”

– …it can be used against you in court. -They. They are WRONG. Ask “They” to provide a “case” where that has EVER happened.

If you are shooting “perfect 100s” anyway, then the “challenge” should be fun and “stress inoculating.”

EPIC FAIL[s] with security officers/guards… *sigh* again…

10,000 words as “excuses” from “guards” for NOT “making” the “bosses” get their Armed registration applications done in Permitium and the “guards” having to(“being forced to” they say) work ILLEGALLY. (Queue Dean YELLING: If “we” are going to be criminals can “we” not do it for 15$ per hour? It’s a risk-reward thing?) Then comes the whole “The ends justify the means” excuse making, denial, lying, foolishness. “We get away with what we get away with. Until we don’t.” From people who have “passed multiple written tests” about “Item a or 1 of their Law Defined Job Description”: detect and prevent (crime).

So far all of the “just security guards” that we (IMFs) have asked in the last 2 months about “how many times have you practiced [anything gun]?” The answer is 100%* “ZERO.” *One said they had done the Gun-Fu/Karate (“empty hands”) “things a couple of times.”

EPIC FAIL(ure) of “understanding” by “Employees” *sigh* again…
“We are in a service industry…”

Especially in N.C., but “everywhere” in general: The customer (“client”) is always right. If the client says they don’t want [person/you] to be their “guard” (body or security) then you “are off the schedule.” (Not “fired, terminated, separated, let go, laid off” or any other of the ‘words’.) Why “Especially in N.C.”? Because N.C. is an “at will state.” If “your boss” fires you for anything including “no reason” that’s TOO BAD. If they have reason (“for cause”) like you “did something offensive to the/a client” then… well, you get a reason (that in N.C. they don’t “have to” give you).

Sept 16 2023 PPS Armed Recertification

Saturday, September 16, 2023 we will be conducting a North Carolina Private Protective Services Firearms Re-Certification Class/Course. This is a FOUR classroom hours re-certification and range qualification (day and night) course for handguns (no shotgun or rifle training).

The starting time is: Eleven (11:00) A.M. (1100 hrs) at the “classroom”. FOUR (4) hours of classroom “law updates, review and testing/quizzing” are REQUIRED for “Armed Re-Certification (renewal).” If you are a “noon-ish-time eater” then bring your lunch or “plans” to get something “quick” that you can eat in the classroom so that we “stay on the clock as much as possible.”

DO NOT bring live ammunition into the “classroom”. DO NOT handle a firearm unless under the “watch” of – and at the direct instruction of – a Trainer.

Bring your CLEARED handgun(s) into the classroom – NO AMMUNITION – at the beginning to function check them and record the make, model and serial numbers. You only need your handgun(s) and pen/paper or other note-keeping tools in the classroom.

DO NOT bring live ammunition into the “classroom”.

What you will need at the range:

  • at least THREE HUNDRED (300) rounds of ammunition (duty or ballistic equivalent) “correct” for EACH of the handguns you will qualify on. 300 “only” gives you enough for 3 day and 3 night attempts
  • your handgun(s)
  • at least TWO (2) magazines for each handgun that you will qualify with
  • a sturdy or duty belt
  • holster(s) “correct” for your handgun(s)
  • magazine carrier(s)/pouch(es)
  • a hand-held flashlight (**gun mounted lights are allowed by the PPSB for re-certification. If used they must ONLY be used at the 5 yard line at night.)
  • a “billed cap”
  • eye and hearing protection (we have plenty if you don’t own it)
  • “appropriate attire” (no shorts, no V-neck or open-neck shirts, duty/work shoes/boots). There is a ‘very early’ prediction of ‘chance of rain’. If your “company” requires you to qualify in uniform then wear the uniform.

The cost per participant/student is: $170.00 per person ($150 + 20 range fee)

( * ) Range set-up and clean-up including “picking up at least as much brass/cases as we shoot” is required. If you don’t want to clean-up including picking up brass bring $20.00 more ($40 total) for “range fee” to pay someone else to do it for you. If you don’t want to pay more or set-up and clean-up: Get your PPSB certification some where else.

Range training and Qualification is to be at H2O Fowl Farms. This is an outdoor range. Dress appropriately and bring a lot of water. If there are not too many “interruptions or breaks (for getting food)” we will leave the “classroom” and head to the range at – or shortly after – 3:00PM (1500 hours).

July 2023 Efforts AGAINST NC CCH Proposed Changes

If ‘we’ (the people) do not fight** the “proposed changes” to N.C.’s Concealed Carry Handgun (CCH) Laws* (*Rules, “The Administrative Code, no proposed edit or amendment to “The Law” is at issue) then ‘we’ (the people) are going to be without Concealed Carry instruction. If the “proposed changes” go through ‘we’ (IMFs Corp and ‘our’ affiliated/befriended CCH instructors) estimate that the price per person of a CCH Class will be somewhere around USD$250.00 and classes will be given only on the ‘absolute pre-determined (called pre-delivery) schedule’ proposed by “the government.”

The “stated purpose” of these “proposed changes”: stop fraud. “There may have been instances of [CCH] Instructors ‘selling certificates’.”

The “unstated but ‘known’ by all of us real purpose”: Kill CCH in NC. Make no one ‘want to’ give the classes except those that will charge so much for it that no one will pay to take a class. ( The irony here is that the ‘certificate sellers’ will just ‘mill/sell’ more certificates because no one can ‘get a class’. )

The ‘alt-far-right’ secret plot/plan/57-dimention-chess theory: This will ‘make sure’ that when (my opinion: Useless) Lt. Governor Mark Robinson “becomes Governor in 2024 we’ll get Constitutional (Concealed) Carry for sure!”

Round One: FIGHT!**

Request Legislative Review. As of the time of the writing of this web-log page, there are approximately five “Request for Legislative Review” letters “in the mail.”

Here is a Microsoft Word document that has the correct “format” for the “Rules” line. Please, download it, edit it to have your name and address, and mail it to the address on the form:

If TEN (10) are received by the N.C. Rules Review Commission “timely” (I am not sure what that means) the “effective start” will be removed/delayed until …? Update: 3:07PM we have ‘confirmed’ mailing of at least the ten required. We are hoping that many more – perhaps hundreds – go in.

This meeting is for ‘comments and discussion’ about ALL of the “proposed changes” to ALL of the Administrative Codes. CCH (Instruction) is a ‘small portion’ of the proposed changes submitted for ‘hearing at the August 9 meeting’ this year. Be prepared: “politician(s)” are already advising that there will be “too many people to allow them to speak. They will ‘close’ the entire meeting or the ‘comment’ period.”

I am not 100% sure, but “I think” your only option for the “just in case, didn’t get a chance to be heard August 9th” problem is: to have sent the “comment” to Schilling (above) before the meeting.

Wear a “NO CCH CHANGES!” shirt or hold up a sign (small, like a ‘letter sized paper (8.5×11″)’) that says the same thing.

Round Two-Point-Five: FIGHT!! **

Contact your “state legislature(s)” and “politicians” including (That Useless, IMHO) Lt. Governor of “ours.” Send them your “COMMENT” document, flood their email boxes, call their offices. One “politician/elected” has already said that they will “try to have the Legislature do what is called ‘Technical Review’.” I am not sure what that means or is, but: Ask/Tell “your” reps about it.

Round Three: Court – There is no Round Three

If “all else fails” then: Court. I/we won’t be involved in that. I/we will accept that “our work here is finished” and the approximately 2,200 ‘students/participants’ we have had in our classes (of all kinds) is enough. “Manifest Destiny” or something like that.

If someone has not “made reasonable efforts” to “follow/exhaust the Administrative process” then that someone “has no ‘standing’ or ’cause'” in (or “before the”) court(s).

April 11-13 2021 NC PPSB Armed Full and Re-Certification Course

Sunday, April 11, 2021 through Tuesday, April 13, 2021 we will be conducting a North Carolina Private Protective Services Firearms Certification Class/Course. This is a TWENTY classroom hours certification course for handguns (no shotgun or rifle training). Day 3 – Monday – includes recertification for handguns.

March 27-29 2021 NC PPSB Armed Full and Re-certification Course

Saturday, March 27, 2021 through Monday, March 29, 2021 we will be conducting a North Carolina Private Protective Services Firearms Certification Class/Course. This is a TWENTY classroom hours certification course for handguns (no shotgun training). Day 3 – Monday – includes recertification for handguns.

This course was put together for 2nd and 3rd shift ‘basic’ or ‘un-armed’ certified and registered guards. The starting time for Saturday and Sunday is: Twelve (12:00) P.M. The classroom starting time for Monday is: Eleven (11:00) A.M.

All full-course participants MUST have ALL of their equipment (guns, holsters, magazines, flashlights, belts) ready to train with at 12PM on Saturday March 27. We begin “practical” training IMMEDIATELY. DO NOT bring live ammunition into the “classroom”.

The cost per participant/student is starting at the “5 or more participants” discount rate because of self-paying guards from St. Moritz and company/self-paying guards from Black Box Security ( https://blackboxsecurity.us/ ) and Lolair Protection Agency ( http://www.lolairprotectionagency.com/ ):
$220.00 $170 (includes $20 range fee to H2O Fowl Farms) for full certification
$120.00 $100 (includes $20 range fee to H2O Fowl Farms) for recertification

March 4 2021 NC PPSB Recertification and FT Range

Thursday, March 4, 2021 we will be conducting a North Carolina Private Protective Services Firearms Re-Certification Class/Course. This is a ‘closed, invite only’ FIVE classroom hours re-certification course for handguns (no shotgun training) and range qualification for Firearms Trainers.

Sat Feb 20 2021 NC Concealed Carry Handgun Course

On Saturday, February 20, 2021 we will be holding a North Carolina Concealed Carry Handgun (CCH) class. One-Day CCH classes start at 8:00a.m. and finish (usually) by 6:00-6:30p.m. The price for this class: $100.00 if you use your gun and ammunition, $110.00 if you use ours.

This course is a Concealed Carry North Carolina Firearms Group effort (in cooperation with TradeHawker LLC, Fundamental Safety LLC, and Gunner’s Choice Outfitters) and was voted “Best of Harnett County – Concealed Carry Handgun Class” in 2019 and 2020.

This course is being conducted under the “Modified Stay At Home Order(s)” by, and the most recent orders from, the NC government for “Operating Businesses during the Coronavirus Pandemic.” Face coverings (masks) will be available and REQUIRED. Limited seating: 15 participants maximum. All contact surfaces regularly ‘disinfected/sanitized’.

Sat Feb 6 2021 Mostly Womens Concealed Carry Invitational (Mostly)

On Saturday, February 6, 2021 we will be holding a “Mostly Women’s Defense including Lethal/Deadly Force Handgun-Centric ‘Clinic'” packaged as a Mostly Women’s North Carolina Concealed Carry Handgun (CCH) (mostly) class. This class starts at 9:00a.m. and should finish by 7:00-7:30p.m. The price for this class: is in the invitation.

Mostly Women’s because some of the ‘ladies’ significant others/spouses are “auditing”. Mostly it’s for the ladies…
