July 9-11 2025 NC PPSB Armed Training Notes

July 15, 2025. By Dean Wiley
( updated 07.16.25 freeze and think )

Please see the notes from March 2025: http://imfscorp.com/march-2025-nc-pps-recertification-notes/

4 hour Live Stream about “2 hours of N.C. Concealed Carry ‘legal issues'” (includes – as does the above link: the “Jury Instructions”): https://www.youtube.com/live/0iTdX3L_JDQ?si=djLOLOEbKO_lv8e8

Now ALL of the “New(est)” learning/training/instruction materials that the PPSB has gathered over 51 years are available for FREE! at their site: https://www.ncdps.gov/about-dps/boards-and-commissions/private-protective-services-board/trainer-certification

* The July course (of course) was very Yin-Yang And The Art Of [in this case PPSB] Classes. Especially regarding: “Bosses” (administrators, clerks, titled/ranked people, ‘executives’, license holders) are NOT responsible to *KNOW* this stuff (74C especially 74C-13 and ALL of the Code). You (guards/officers) ARE. You have to “help them help you” so that work is Team Work and everybody does what they “hold themselves out as.”

Many ‘things/topics’ got done too fast this time, or missed all together. (I apologize to all ‘participants’ again. I will not allow the disruptions/interruptions and tangents ever again. Notice has gone out to “The Boss[es]” IN WRITING. As stated previously – and now written: If you have been “cheated” or have “questions” let me “make it up to you”. We just have to ‘go thru Channels’. Get your Boss to notify mine and/or email info@imfscorp.com and we/I will arrange things upstairs in writing and we’ll “make it right!” -Dean.)

Missed: (another Dean ONLY THING): “Harry Houdini’s Magical Misdirection” (I’ll try to make a video – maybe* – someday. It’s another one of those things that once I put it out in the world for FREE* then how can I ask anyone to pay me for it?) It directly relates to “Encounter Techniques (Cover & Concealment)” and the 25-Yard Line Day: You MAY NOT ATTEMPT to brace your arms or gun on the barricade. And: ‘human biology, biophysiology, tendons vs muscles, *knowing* (not having information about, recoil impulse control and response.

Not enough time spent on: “Physics not physical strength” and more “that’s how bodies work” understanding and efficiencies.

Missed: the deep, long standing “Why” of starting close and moving backwards. Read the description at my “Speed Run 2022” video: https://youtu.be/BIx5zdJWtPM?si=ro9_FWM0k_srQUqS

Missed (classroom, a few [too few] minutes at the range): transitions [between hands].

Not enough time spent on: Weapon mounted lights (why and why not).

Missed: different ‘types and ways’ of reloading the semi-automatic.

Missed: “Willful speed competition” and “response to external stimulus”

( 07.16.25 add) Missed: “Humans are NOT fight or flight animals. We are FREEZE (and think) animals.” — I didn’t write a log/list on Monday when I met with a friend (Bill) to look over “Absolute Treasure” – his father, Steve’s “Gun Instruction/Training” notebooks. Amazing good stuff! Thanks “Steve Hugs.” One of the things that spawned about 40 minutes of good “teachers are students” learning (or re-learning): “Stimulus Response” It’s is a very long and complicated and ties- and loops-back on itself topic. “Defensive” (private person) gun-work/play is ALWAYS a “response to an external stimulus” and is ALWAYS “reactionary” (the ‘opposite side’ has a head-start on us; “action is faster than reaction”). I ‘think’ I said it once (while “not caring about The Color Codes”). It’s something that ties “legal and practical” together so very much that combined over all three days of training we should have spent about 3 hours on it. Not 3 seconds. Another “old saying” repeated in Steve’s Magical Memoirs that gets ‘us’ (see the very bottom of this, SF Security KIA/RIP) kilt on the skreets: “Expect the EXPECTED!” (I call it “Pre-Visualization”) So many ‘sayings.’ “Plan for the worst and hope for the best.” Oh well, “it’s complicated” and “I’m sorry” we weren’t able to “dwell” on this “see how it does/can tie all together” stuff. It’s important! One day, maybe, I’ll get it on the ‘Tube. (RE: Bottom of this page: “He Froze.” Watch the videos of the security cam pictures time lapse. [heart-broken emoji] ) [[ A *huge* THANK YOU again to Steve and Bill Hugs. ]]

Missed and/or Not Enough Time Spent On: Individual “Attention”

( Dear Diary 😉 ) This was a FANTASTIC and GREAT ‘crew’ or ‘group’ (individually and collectively) all three days. But… (not ‘deflection techniques / LIEs’ style) they can’t know what they don’t know. They ‘paired or grouped up’ and helped each other a lot. Every participant in every class ‘should get’ focused, individual “instructor/trainer” assistance. Even if – or especially if – it only results in hearing: I can’t find anything that ‘we’ can improve on here. “Good job!”

Special Mentions

Most “improved” (Zero to pass in 2 day attempts, “missed it by that much” the first time) and constantly “thinking ahead and looking around corners”: RDS (GTS) First 8 hours with “ill-fitting” gear didn’t slow [them] down.

Most “helpful”: Now, this is a tough one. Everyone! I said before: GREAT group. The 2 that stand out the most because they loaned guns and gear to others, and *gave* ammunition and [Beverages] and an extra-amount of their time: “Kayo [K.O.]” and CEP*. It is “extremely difficult” to not offer a Participation Trophy that is not that – but earned – to everyone. A couple more that stood out: BN (RRS) helped RDS (above) a lot; DSG and CWMcM* helped and ‘tried’ a lot. CLE – thank you again – for the many ‘real world relatable tales’ about ‘business, private (indemnification) -vs- government(mil or LE or both, immunity)’ and the one tale about “Instructor Complacency” (one instructor KIA-ed another). Everyone had an “amazing” Pay-It-Forward mentality.

*CEP: stuck it out through [bad headache] and ‘contributed’ so much related to NC “Employment” (not involving PPSB/74C but the ‘real world’ example[s] of we are ’employees’).

*CWMcM: *needs* to be in management/supervision and possibly Training (IMHO).

*JG (NCS): “honor and integrity” and “heart”.

** Life Interrupted so I’m going to wrap this up **

June 1 2025 BIG Stuff from NC PPSB – ARMED Books

June 1, 2025 by Dean Wiley (Updated 06.03 – “New” Slideshow, and Books TOO! see below)

BIG Stuff Number One – Basic Training Change

06/16/25 UPDATE!! “No Changes!!” (Until there are – read on)

After seeing nothing (published) and hearing nothing (from the Rules Review Commission (RRC) in their “Issues” [twice monthly status updates] or the PPSB) I “reached out” to Director Sherwin and asked for a status update.

Here’s his reply (email) received 1:16PM 06.16.25:

Dean,

The rules amendments are hung up at the Rules Review Commission, pending a legal review. I’m not sure how long final approval will take, so for now, you can keep doing what you’ve always been doing.

Thanks,

Paul Sherwin

Here’s the “catch”: the RRC is not “supposed to” do this kind of thing without “publishing it” in writing in the “Issues.” But, “they did.” And, there’s nothing anyone can do about it. Also and Finally: if Director Sherwin “nudging” them makes them realize their “mishap” (that assuredly is someone else’s ‘fault’) they will “instantly publish” the rules change and we’re all just “supposed to” know it somehow (click refresh OFTEN on the ‘published administrative code page’ below).

OK, “for now”: “as you were!”

Original 06/01/25 Post

TODAY is the day. The new code (14B NCAC 16 .0707 TRAINING REQUIREMENTS FOR UNARMED SECURITY GUARDS – though not published yet**) is “in effect.” The important part: Un-Armed (Basic – No Guns) Security Officers MUST have their “First Four Hours” of the “Sixteen Hours (Minimum)” class (“course”) BEFORE they can ‘perform duties’ on a site.
** The “recorder” or “registrar” publishes when they publish. The PPSB (DPS) is under NO obligation to keep the notices up after ‘the dates.’ Can the government really “set you up for failure that way” (*not* publish laws/rules yet hold you accountable for them)? YES.
** 14B NCAC 16 (index page): https://tinyurl.com/2whj8wn2
** ‘Our’ archive of the notice: Notice of Text for 14B NCAC 16 .0701, .0707, .0801, .1203, .1301, .1307, .1401, .1501, .1502

This training MUST be performed by a “Certified Trainer” and the officers MUST have that certificate with them if on the site. (Electronic copies downloaded in phones so no internet required is currently being accepted – again without ‘published (public) written notice’.)

BIG Stuff Number Two – Rates are going UP

see Above “Number One.” Because of life in general, “no inflation,” and myriad other reasons:
– The full NC PPS[B] “Un-Armed Guard Training” is going up to $200 per person from $175. The “2 person minimum” will remain (we had “discussed” with some regular customers going up to 3 or even 4 people as ‘a minimum’).
– The “First Four” is going up to $150 per person with a “2 person minimum” (from $100).*
– We still have not had meetings or discussions to figure out: (1) should we even offer “The Last Twelve Hours” (due within 30 days of hire); and (2) if yes to (1) what should we charge?*
* The “per day” classroom costs (rent) are “per day” so it doesn’t matter if we use it for 4, 6, 8, or 23-1/2 hours.

BIG Stuff Number Three – ARMED BOOKS!!! FOR FREE*

For a few years now I have said: “There’s no excuse (any more). Everything – other than the Armed Training – that the PPSB (DOJ and DPS editions) has assembled for “Training” over 40 (50 as of 2024) years is FREE* at their website!”

Now: “There’s no excuse AT ALL” for security guards, licensees, registrants, certificate holders, any body else ‘Under 74C'” to claim that “they didn’t get [some training that may or may not be available to ‘us’]”. IT IS** all there, free!
** https://tinyurl.com/bdhdefj3 (Training Page – PPSB – DPS)
** …IT WILL BE there (above). When I saw the announcement in the “Meeting Hotsheet” but no books at the page: I emailed and they sent me the Word Docs! (edit-able Word docs, no “Locked PDF nonsense” this time). As expected, “other” government employees (web peoples) put the PPSB’s foot in the PPSB’s mouth and “just didn’t get it done.”

Without any further TO-DO (and thanks to Paul S. and Karen B.) here are…

“The Student Manual (Handgun and Shotgun)”

MS Word format: Firearms Student Manual
Adobe PDF format: Firearms Student Manual

“The Train-The-Trainer (32-Hour class) Manual”

MS (old) Word format: NFT Instructor Manual
Adobe PDF format: NFT Instructor Manual

** In PPS ‘we’ (TRAINERS!!!) are “trainers” not “instructors.”

(June 3 update) Received in email and *now* available at the Training (Certification) page[s]: The “New” Slideshow (That still contains OLD ERRORS 😉 )
PPS New Firearms PP 20HR (right-click and choose Save Target As to “download” on a computer)

(June 3 update part 2: LOL) “New” Instructor and Student Manuals that only “Cancel Culture” Chad Thompson, Ray Bullard, and the North Carolina Justice Academy (it’s as if they never existed). It’s “OK” guys, “we got you!” As long (or as short, Dean really is sick and tired of this ‘fire that we stand next to’) as this web-site stays up the “Archives” are here.

Here they are in Microsoft Word format (as they were received in email, we ‘may’ Save As…PDF later):
Student: New Firearms Student Manual
Instructor (“Show slide X now…” the only difference): New Firearms Instructor Manual

===

Well, that’s it. Happy June 2025. I *WILL* (or will not) put up EDITs of these books to remove the “instructor crud” and SO MUCH MORE CRUD (like calling people “subject,” that absolute IDIOCY/INSANITY about “warning shots,” and weapons, weapon, weapon!!).

Oct 1 2024 Hurricane Helene

The NC Private Protective Services Board (PPSB) emailed out a “memo” about “out of state security guards/officers.” It is a very short and clear restatement of the law and code as is. 166A offers “security and patrol” (or other PPSB regulated professions, and the PPSB itself) NO additional “powers.” Use of “out of state” (licensed/registered/commissioned) guards/officers, or IN-state “temporary hires” in an UNARMED (no guns) capacity is (and always was) “OK” with ZERO start time.

Use of ARMED (gun) officers/guards without “registration” IS NOT ALLOWED (illegal [misdemeanor violation of 74-C] and unlawful [violations of the Administrative Code]).

10.02.24 update: A “special” Firearms Training Certificate for “Reciprocity” was distributed by the PPSB:
2024_1002_PPS_FirearmsTrainingCertificate_Emergency_Reciprocity

Here’s the “MEMO”:
Memo – Guidance and requirements for the use of probationary or out-of-state security guards 9.30.24

Here’s what IMFs can (and will) do to “help” any Security & Patrol Companies (licensed or not) that need to get “security feet/boots on the ground in the effected areas (mostly Western NC)”:

  • Put you in contact with “properly/fully licensed contract N.C. security companies” (we have a very good relationship with St. Moritz, and good relationships with Condor, Allied, Securitas, others including many “small, local companies”.
  • Get you (individuals and groups) your “Required in the first 20 days” First Four hours of “The Security Officer in NC” (basic/unarmed) Training. Recent update[s] to the code allow us to get this training done “remote”. We will “discount for our state” this training as much as possible. We have 6 (six) Un-Armed Guard Trainers ready and willing to “help out” in any way we can.
  • Help you with “there may be (IS) a (huge) paperwork requirement”. We can submit the required background checks for you; navigate and complete “permitium” applications (or train your staff); and help you with the myriad other NC 74C “office tasks” (such as getting properly added “designee[s]” and getting ‘ink’ fingerprints [we have hundreds of “FBI Cards” and several ink pads]).
  • Get you (individuals and groups) your “REQUIRED BEFORE ‘working’ (at a post or site)” ARMED training. We are located in Central (or Central/Eastern NC) but have “very good relationships” with Certified Trainers all over the state. We also “enjoy” a relationship with the PPSB that *sometimes* allows us to “shorten up” the “at least five days prior” reporting (pre-delivery/planning/scheduling) requirement before holding ANY Armed Training.
  • Help you in MANY other ways – we are not just/only “Training/Instruction” people. We do – and have done for many years – “(security) business consulting.”

Contact us at info@imfscorp.com with any questions or requests. Again: we will ‘discount’ as far as we can anything that we can do to ‘help’ those that are helping ‘us’.

“BE SAFE and provide the best security available to our Friends and NC-Family!” -Dean W.

= To Our Law Enforcement Family =

First and foremost: “There are no words” so we offer a “moment of silence” for the Two Deputies (KIA Floods, EOW during the storm). RIP Jim Lau (courthouse “security”) and un-named other. “Again, there are no words, so we offer all of the words, and our ‘best’ hopes, thoughts and prayers to their families (true and blue).”

https://www.wsoctv.com/news/local/2-nc-deputies-killed-by-hurricane-helene-flooding-association-says/47ZWNPW6SFE75EQP3SLARNQT5E/

Fair Warning: Do NOT be “stealing our jobs/work”. Get “registered and a ‘security’ shirt” or get back “on the clock” at your Department, Office, or Agency. You MAY NOT work “Armed Private Security” while using “public” (tax payer) uniforms and equipment. Tell your Chiefs and Sheriffs to “keep you roaming” like you are supposed to be and submit the overtime “bills” to the State (Emergency Services, 166A). “Stay OFF our sites!”

We “beg” for your assistance: BUST (severely) any “Gun Dork S’kirty Gords” out there working armed WITHOUT proper registration/licensing. They MUST HAVE their “Armed Guard Registration Card” on their “outermost garment excluding inclement weather clothing” OR “their COMPLETE (printed from permitium) application, Affidavit and Public Notice Statement, and Range (class) Qualification Certificate” with them until their card comes in. Cite them (Misdemeanor violation of 74C), arrest them (committing a crime while carrying a firearm??), we don’t know what else, but do something “law enforcement” after consultation with your local D.A. and/or the NCDOJ and don’t let them get away with it. Please…?!
